When you reset the project, you still retain your host ID in most cases. And in order to avoid attacks on the server, any given host is expected to wait in between contacts. I believe it is 3 minutes if I recall. If your host contacts the project sooner then that, you will get the message described (and in past releases, I've seen the BOINC Manager make such contact on it's own :) The solution is to wait 3-5 minutes before attempting to update the project.
