Zero Resource Share

I usually do this by setting the resource share of a backup project to zero so that it only requests work when none is available for any of my projects with a non-zero resource share setting. However, when I enter zero as the resource share on my preferences page, it resets itself at 100. I can't seem to set it any lower than 1. Has anyone else observed this?
